The Civil War ended in the spring of 1865 when, on April 9, Robert E. Lee surrendered the last major Confederate army to Ulysses S. Grant at Appomattox Courthouse. More than 620,000 soldiers died in the four-year war. General John A. Logan of the Grand Army of the Republic (an organization made up of Union veterans) eventually chose May 30, 1868, to honor the fallen:

Logan apparently chose May 30th because the flowers will be blooming all over the country. At the end of the 19th century, Memorial Day celebrations were held nationwide on May 30. The government issued a proclamation, and the army and navy laid down rules for proper precautions in their establishments.
At the first Memorial Day service at Arlington National Cemetery, the crowd was about the same size as today — about 5,000 people. A small American flag was placed on each grave, a tradition still followed in many national cemeteries today. In the past few years, the method of decorating the graves of all deceased relatives has become widespread in many families.

By the 1890s, all northern states had made Decoration Day an official holiday. However, this was not the case in the South, where the government honored the dead for several days until World War I.
The date of May 30 has been observed for decades. But in 1968, Congress passed the Uniform Monday Holiday Act, which designated Memorial Day as the last Monday in May to create a three-day weekend for workers. This change happened in 1971. This law also declared Memorial Day a federal holiday.
