The FCNA uses the European Council for Fatwa and Research (ECFR) criteria that somewhere on the globe at sunset the longitude must be at least 8 degrees and the moon must be at least 5 degrees above the horizon. If these conditions are met, the new moon will be visible somewhere on earth. So the new lunar month starts on the next day, otherwise it starts on the next day.
